This particular variety of Blizzak tire is a third generation design and was developed by Bridgestone to provide outstanding traction on snowpack, snow covered, slushy, and icy roads. This tire can be fitted to almost every light vehicle on the market. As with all other snow tires, it is recommending that they be used only during the winter season, where snow/ice are often present. Furthermore, every manufacturer says that you should only purchase these tires in sets.
Bridgestone utilizes an advanced tread compound on many of it's performance tires. This is called the Tube Multicell design, which employs thousands of microscopic tubes and cells that usher water away when the tire makes contact with an snow or ice covered road. This results in somewhat of a flexible grip, that more or less molds to the road surface. Even though this tire doesn't carry an treadwear rating, they will last you through a good number of winter driving seasons. Most people seem to get about 30,000 miles out of a set, so personally for me, that sounds like about 5 years. If you are unfamiliar with snow tires, they are worth a look if you do a lot of traveling through the winter.
